President Trump called fora new law barring immigrants from receiving welfare for at least five years at a rally on Wednesday. But neither Trump nor nearly 6,000 of his die-hard supporters seemed to realize that the law has already existed for more than 20 years.

Trump received a standing ovation and pledged his administration would put the legislation into effect 'very shortly'.

I know for an absolute fact that people get cut off from welfare. It's the industry I work in. The rules are strictly enforced.

Let me help.
1. Understand 'trumpspeak'.
   a. Not to be taken literally
     I. Draws attention if statement crafted as outlandish
     II. Garners free media on subject matter, regardless if statement is true or not
     III. The more the untruth, the more hysteria generated, the more attention to the subject matter
     IV. Statement will be walked back to reality after the proper amount of attention has been applied. ( ie Obama birth certificate, complexity of healthcare, etc... )

That's lesson #1 for you. Now lets examine it in action.
  * Welfare distribution laws not being enforced completely causing financial stress on the system
  * Bemoaning about this 20ish year old law's lack of proper execution draws 0% media attention
  * Proposing the existing law as new legislation drives the #2 hook into the MSM's gaping mouth. They simply cannot resist this bait.
  * Free media attention is glaringly drawn to the law and it's lack of total enforcement as trump is made out to be ignorant of it's existence for political effect.
  * Trump then declares "Oh, ok, my bad, it's there already so lets do something about the enforcement end" ( coming ).
  * The law now has the attention of the country, via free media hysteria, and lack of enforcement of certain provisions can now be tailored as a campaign 'issue'
