The avg wage/salary in private sector is hinged on if sales happen. They are not guaranteed to happen and so many business go belly up when it fails. Borrowing is limited and often high rates.
No luck with public sector.. the revenues are 100% guaranteed and will be delivered be it income taxes, property taxes, city and business tax. Or they sue you , take your assets for back taxes. Moer taxes.. no problem, there is few roadblocks there. And of course, they can borrow as much as they like at the lowest rates. Of course no chance of govt failure to happen. Just raise taxes...

Overhead ? Electricity, water, heat comes from County/City and they are not charged the same rates as any other homeowner/commercial owner. No one would expect a fire house to foot the bill of water used either.
