Should cities have residency requirements for government jobs?

Pros: Faster commute times, local economy benefits, general public might feel better knowing that those that lead the place live there as well.
Cons: Not everyone can afford to live there and it is no assurance they'll spend more. Also technically they can end up voting for their own pay raise.

It also can get complicated if say rent controls are put in.

What do you guys think?
