Forum choice ignore if only link provided

If the text of a new thread contains only a URL, then the forum chosen is ignored and the thread is created under "link submission". If the thread is edited and a different forum chosen, the thread is still placed under "link submission" if the only text is a URL.

A thread should default to link submission only if no forum was explicitly chosen. A workaround for this issue is to append some text like ellipses after the URL.
