I am looking to rent a house for my Girlfriend and I to move in together. We found a nice four bedroom house in a real nice neighborhood for $2200 a month. The Realtor just lowered the price from $2500 a month. Was in our price range She indicated that she lowered the house at the instruction of the owner, since the house has been empty for a year. We looked at the house, and indicated that we would like to take the house; the Realtor indicated that she would send us the application that day, we could apply. The next day she emails us indicating that the owner has changed his mind, and now want $2750; a 25% increase. Something does not smell right with this. The house is not worth that; we same one nice house at $2800 that was like a mansion and this house is no where like that. My gut feeling is either she never checked with the owner to offer the place at $2200, or maybe the owner does not want to offer the lease to an unmarried couple. Any thoughts? I don't think she is telling us everything.

Call the State AG and file a complaint and demand she be arrested, prosecuted and stuffed into jail.
This is a crime.

Call the owner and ask if he or she ever heard of your offer. Write up an affidavit and file it with a complaint with the state AG. Call a press conference when the AG makes his decision one way or another.

Did they actually advertise the $2200 price in print or on a website that you can save a screenshot of? If so you at least have grounds for a complaint, but it's typically what's stated on the application that counts in a court of law. So the complaint will probably never amount to anything unless you have an application that states the $2200 amount.
Personally I don't know of any landlord that would be stupid enough in this day and age to not rent to a couple just because they are unmarried. Not to mention a management agency, they open themselves up for a huge liability. They are probably just being greedy.
My advice would be to walk, tell them you feel its a bait and switch and walk away and see what happens. If you see it relisted at the $2200 price again, have a friend ask for the application and, if you get the 'new' price again, file a complaint, its obviously 'bait and switch' which is illegal in most states.
If you really like the place and feel you can't lose it, you could always try and strong arm them. Basically tell them you feel changing the price like that is highly unethical and you'll be watching the property closely. Tell them if you see it re-advertised as the lower price you will be filing a complaint with the AG's office. Ask if the owner would 'reconsider' and proceed with the original advertised price or split the difference ($2350). They will either call your bluff (in which case file the complaint) or you will have some wiggle room on rent, although its a BIG gamble. People don't like being pushed into a corner, but it might be worth the lost income to avoid an AG sniffing around their business.
