"Superhighway"???
It's called a "bike trail". or "bike path"
They decided to make cycle paths look more like automobile freeways.
I'd like to see pics of this. The only thing that comes to mind is a bike path on VA that is along an interstate (I think Custis Trail along 66) and in MD there is a bike path that actually is an interstate shoulder (not exactly enticing). It looks a lot like this:

Their was an interesting article about (partially) rehabilitating Robert Moses' reputation in the WSJ a couple of weeks ago. Evidently, he built a lot of bikeways in NY and was also long opposed to a national system of superhighways, something he is now routinely—and incorrectly—credited with inventing.
