Mass shootings are rare, they also happen in Europe where Guns are tightly regulated (Anders Brevik), and must be compared to the fact that the US has 300M people, guaranteed to have a few lunatics.
To put this in context, something like twice as many people die in alcohol related car accidents alone every single day.
The murder rate is the lowest it's been in 40+ years, back when the US had a much smaller population, and it's declining - even though we're in a severe recession.
Preventing Crazies without imposing great curbs on freedom is well nigh impossible. Some people will always flip out with little to no warning, and short of 1984 cameras in everybody's homes, little can be done about it.
