Question: if government adds 143,000 jobs (while the rest of the economy, particularly in the private sector is SHRINKING), is it growing, or is it shrinking?
Another question: if government spending is growing enormously (even more so than it's growth in employment), and government debt goes from$10T to $16T, is it growth (Paul) or decrease (Krugman).

Since I think using raw numbers is silly, especially when describing growth in employment, I took the number of federal jobs(http://www.opm.gov/feddata/HistoricalTables/TotalGovernmentSince1962.asp)
and divided it by the population of people between 16-64 (http://www.gpo.gov/fdsys/granule/ERP-2012/ERP-2012-table34/content-detail.html).
Unfortunately, I do not have 2011 numbers but here is a table from 2000-2010:
2000 2.26%
2001 2.23%
2002 2.22%
2003 2.22%
2004 2.18%
2005 2.13%
2006 2.11%
2007 2.08%
2008 2.10%
2009 2.20%
2010 2.18%
One could probably argue that as population itself grows, the government should expand...and from 2000 to 2010, the population expanded by 9.6%.

If I were to argue the point that it should expand, it would be that more people require more infrastructure and protection against terrorists and criminals, which is a sentiment shared across multiple parties.
The facts as I presented them do show a trend toward a shrinking government, at least in terms of jobs since 1962, and another sentiment I often hear is that times are worse now than before.
