For $250k, they could hire more police officers or get a better training program. I'm not sure how they expect to quickly fix a problem that's perpetuated itself for many years.

For that kind of money, they could open a lottery to give out Gatling guns to someone on every city block. Criminals would move through the neighborhoods knowing at any minute, they could be reduced to shredded pork.

This is what law enforcement is all about.
