President Michele Bachmann has a promise: $2 gas.

"Under President Bachmann you will see gasoline come down below $2 a gallon again," Bachmann told a crowd Tuesday in South Carolina. "That will happen."

Sure, politicians promise all kinds of things on the campaign trail. But Bachmann, a leading contender for the 2012 Republican nomination, is wading into truly tricky territory.

The price Americans pay at the pump is tied to the crude oil market -- a global system largely beyond the reach of Washington.

That's right President Bachmann, don't listen to those naysayers. Oil is not propping up the recovering sluggish economy, it's the other way around. And the Price of Oil is NOT beyond America's control.
I watch the market probably more closely than anyone.
Oil goes down when America is sleeping, then by morning when Wall Street wakes up, it is artificially pumped back up. The Oil companies with their record profits can afford to buy back all of the futures that was sold the night before. 80% Oil price inflation have been, the direct result of Americas price manipulation efforts for three years now.

The whole world knows it. Our Propaganda ministries spin the revolts in the middle east and the horn of Africa as a Democracy movement. When in fact they are desperate people that are willing to face the fate of battons and bullets, to end the economic hardships that high Oil prices put on their food supply.

    I cannot say I care for the underclass clogging the streets with their shitty automobiles. I grow weary worrying that these crap Mercedes, BMWs, and Lexus driven by the peasants will door ding one of my Bugatti Veyrons when the valet parks it.

    Gas should be $100.00 a gallon. The underclass does not need to drive unless they are a serving as a chauffeur for a gentleman of stature and merit such myself.

    What it says is that DHS will be reviewing cases to prioritize them because the docket is busy, focusing on convicted felons. It essentially says they will continue to use prosecutorial discretion for DREAM Act-eligible folks.

    Anyway, who even knows what your point is on half of this stuff -- you're just babbling nonsense most of the time and throwing in "Lib" every once in a while when you think it's been too long since the last time. Have you ever expressed any coherent philosophy here?

    Yes, they could change the course of the EPA. However, the root cause of price increases at the pump is not the price of oil. It's the regulatory environement among the states that dictate the 30 some odd fuel blends that refineries must produce. It's a supply side constraint that increases the chances of supply disruptions due to the varying blends they are mandated to refine.

    These all started well before Obama's Watch. Especially the red light cameras and the TSA groping. The Xraying of your junk was approved during Bush but only implemented during Obama; Chertoff got a job as an executive at Rapey-scan

    BS. Refining cost is not the driving factor for gasoline. It is approximately 12% of the cost, and as expected the biggest line item is the cost of crude at 62%:

    There are two regulatory major environments for wide-scale gasoline regulation: US and CARB. Most states are on the US EPA standard, but 13 states plus DC have adopted CARB for motor vehicle emissions, particularly in the Northeast. The EPA will adopt CARB standards for light duty motor vehicles in 2016. The EPA standard has "regular" gas and "reformulated" gas (that which tends to be used in urban areas for emissions purposes). There are a few state regulations that apply, but a large number of these regulations are complied with through additives and do not affect the refining process at all.

    There are 5 major factors that are regulated on a state or national level as to gas content, and 3 of them are dealt with through additives: 1) anti-knock additives to compensate for lack of lead, 2) oxygenation, and 3) detergents. Detergents and anti-knock additives are strictly national, not regional. Oxygenation can be state by state, but can be overridden by other regulations. None of these 3 types of regulations affect refineries in and of themselves, and 2 are national.

    The other 2 factors must be considered at a refinery level -- a) RVP (Reid Vapor Pressure) and b) RFG (reformulated gas). In many areas, RFG overrides RVP (as it does oxygenation). RFG is either (i) national EPA standard in the areas that the EPA requires RFG use and for any area that opts in or (ii) CARB in areas that are under CARB. For RVP regulation, which can be state by state, that means we are talking about places that are not part of the RFG scheme and are not part of the CARB scheme (not in California or the other states that use CARB standards).

    What you are talking about with the blends doesn't always have much to do with refineries. What it does have to do with sometimes are the regulatory environment for additives and other factors that must be considered such as temperature, what time of year it is, what's available locally, and the incoming source of oil. For example, Midwestern states historically have tended to use more ethanol, but this is a combination of two factors: 1) ethanol is an oxygenate that can meet reformulated gas standards (but other oxygenates are allowed in some cases), 2) ethanol is prevalent in the Midwest so some states suggest it as the oxygenate.

    Various things can cause supply disruptions in the US and raise costs. Each refinery is tailored to use a particular type of crude oil because not all crude oil is the same. Where the oil is from makes a huge difference, and refiners spend a lot of time thinking about the inputs as well as the outputs. If there is a supply disruption of sweet crude from Texas, the refinery is not generally going to retool in the middle of a production run for certain types of Louisiana crude because that would probably be expensive. It takes approximately 2-3 months to plan for a production run, and the production run itself is usually 3-6 weeks.

    What you are talking about -- that a particular refinery going offline because it produces a large amount one of the 17 blends -- is merely one of the many factors that can cause supply disruptions. Again, only two of the regulatory factors that affect refineries, one that overrides the other in many cases, and the other two are nationwide additive regulations.

    I don't understand why people feel they can boil down a complex subject to a nonsense talking point. I found a good, but older (2004), article on this once, but I'm sure you could find more:

    And again, you are talking about two specific shocks that occurred in supply. In a regularly functioning market, which is the substantial majority of the time, what you're saying has very little effect on gas prices. In fact, the article I sent estimates it on the less than 5 cents level. Furthermore, on certain systemic events, such as Katrina, the EPA has temporarily loosened restrictions to avoid these shocks.
