Southern California has always disproportionately been a paradise for sociopaths.
Combination of grifters regarding CA as a land of easy marks, good weather, easy to charm people who are generally spread out and alienated.
It might be a little more difficult for them now in the age of information. When I lived there in the 70's, it was easy for con artists to set up shop with a store front and telephones, perform their grift and financial fraud under fake names, and just milk it for a while then disappear back into the LA twilight.
I went with a girl from Beverly Hills for a while. One of her friend's brother was a psycho named "Chickie" who did this once or twice a year with fake names in the San Fernando Valley, then just re-appeared back in Bev Hills to live large for a while. They all knew he did it, none of them reported him because he was in their "circle of friends".
