Most favor extra funds for needier students, more flexibility for districts •  The mood about the state of California's public schools has brightened somewhat Majorities of Californians support giving extra money to school districts with more English learners and lower-income students, according to a statewide survey released Wednesday night by the Public Policy Institute of California.
