If the state would just legalize and sponsor prostitution for young men -- call it blowfare -- we could cut crime by 90% and never have to worry about young men masturbating in public. And America's education performance would probably rise as well.

"From what the witnesses have told us he was masturbating right there in public," Hedwig Village Police Sgt. Steve Packard said.
The most recent incident happened July 29th at 2:09 pm. Police know the exact time because the event was caught on store surveillance video. Marshalls Home Goods store at 9425 Katy Freeway in Hedwig Village was packed with people that day, including young children.
The unidentified man, who may be in his 20s according to police, will be charged with indecent exposure when he is caught, Packard said.
The problem is the man managed to slip away both times, leaving, most likely by car, shortly after being spotted.
