This really isn't surprising, Walgreens is considering doing the same thing. The corporate entity is bound by law to consider, first and foremost, the profits gained for its shareholders. So U.S. tax law allows crap like this, and the stampede begins once the corporate attorneys figure the dodge.
So it's Congress, and to a lesser degree the White House who should react and fix the law so taxes flow to OUR government and not be reduced for no reason by a dodge. I wouldn't hold my breath.
