The article was better than the video. The movie version was way better. The most interesting thing about the video was how the woman thought it was funny. I wasn't expecting that.
Like Alan Funt used to say "the candid camera guy for all you youngsters". it isn't whats happening that makes something funny, its watching the people react to it.

GEORGETOWN, Texas (CBS Houston) — It was a scene straight out of “The Naked Gun.â€
Rachael Jonrowe, mayor pro tem for Georgetown, Texas, was speaking during a council meeting about deadly infectious diseases when everyone in the room could hear someone going to the bathroom.
It turns out a councilman forgot to turn off his microphone.
Shortly before Jonrowe begins speaking, the council member can be seen getting up and leaving the room.
Jonrowe starts laughing when the councilman begins relieving himself and then totally loses it when he flushes.
A fellow council member appears to alert his colleague to the incident after he returns to his seat.
Leslie Nielsen would be proud.
