You could make the opposite argument: if people live long, then you can afford to wait women are fully developed to start reproducing, thereby giving a better chance to offsprings and a lesser chance to damage the mother. There would be less pressure to start reproducing quickly, and there are health costs to early onset puberty.
So it seems more likely a fetus development issue, or epi-genetic based on what those mom ate.

The article says "early puberty increases the risk of adverse health outcomes, including obesity, type 2 diabetes, polycystic ovarian syndrome, and cancer in adolescence and adulthood. "
If evolution could just lower puberty age with no side effect, girls would start reproducing at 5 and everything else would be secondary to that. There are reasons why development must occur before sexual maturity. Only an "early death" environment would put evolutionary pressures to reproduce earlier. Which is what we see in overfished fish species for example.

Maybe the fat mothers produce more female hormones which influence the fetus development.

I've seen first hand Girls who's Moms were wholefood shoppers. Unlike my wife, who buys chicken in big bulk packs at the same place all of the other Hispanic and Island people shop.
Did not develop as quickly as our daughters did. They didn't sprout until they were 16 or damn near. Our daughters were filling out at 11 or 12.
It's the poison they are putting in our food, pure and simple.
