Chief of Staff HAS to know Washington(literally the pyhsical layout of the city and all its idiosyncrasies), and the insides of the executive and legislative branch. The position basically requires an insider.

FUNNY THING - in order to get rid of the electoral college you would need to amend the constitution. And the GOP has ONE LESS state congress+governor needed to amend the constitution. The EC prevents too much "group think" in a populous state like CA overrunning the rest of the country. Just because she won the popular vote, doesn't mean it's the best representation of the people.
