Middle Eastern Islamic culture is based on violence and dominance. This is the direct result of strong religious beliefs in a centralized fictitious god. A thousand years of irrationality has a significant effect on culture.
If you want a good culture, you have to base it on rational thought, and rational thought is utterly incompatible with religion.

Congo isn't middle east and is about 10% muslim. Article didn't clearly state if perp was muslim or not. In any event, guy sounds like known entity and has a reputation for being a troublemaker.

A TEENAGE girl had her nose broken and was knocked her unconscious - because she refused her attacker’s advances.
The Congolese migrant approached the girl, aged 17, at Dortmund's main train station but she rejected him, witnesses said.
According to police the migrant then hit her in the face, breaking her nose, before a German man ran to help her.
The Good Samaritan from Kalkar was then hit the migrant, and was also knocked out by the blow.
Witnesses told officers they saw the girl trying to keep the man away from her.
The horrific assault happened at around 3am on Sunday morning, by the station stairs.
Police were called to the scene where they found the man unconscious and the woman “bleeding heavily from her noseâ€.
Officers were informed the German man attempted to help the teenager - hours after he was pickpocketed himself - before he became a victim of a second crime.
Those who saw what happened said a man had “pressed†himself against the girl, who asked him to leave her alone, before she was hit in the face.
The young woman suffered a nasal bone fracture, according to the police.
Police have revealed the alleged offender is a 21-year-old asylum seeker from the Congo.
