I know the headline is farcical, but in case anyone isn't aware, this happens frequently, though usually not at this volume. If you've ever surfed in Imperial Beach, checking the water quality report is as routine as checking the surf. Tijuana is an infrastructure nightmare, got way too big too fast.

Didn't US built a sewage treatment plant for Tijuana some 20 years ago?
