In America, even if a masseuse hints at offering this, the local PD will clamp down on the place as a house of prostitution.
We need a Constitutional Amendment prohibiting the government (federal, state, or local) from passing any laws regulating any consensual sex. The government should simply not have this power, at all. It cannot be trusted with that power, and there is no legitimate state function being served by such power. Yes, it seems silly that we need to put in the Constitution anything about sexual acts, but our government is fucked up enough that this is necessary.
By the way, anyone who says they are for sexual regulations and for small government is a god-damn hypocrite. There's nothing more nanny state than morality laws whether they be laws prohibiting offending anyone with "hate" speech or laws prohibiting offending anyone with consensual sex acts. The left and right are the same. Conservationism sucks no matter what its form.

This is known as Puritanism, a theocratic govt, since that was the way of the land in Massachusetts, for much of the time prior to the revolution.
At least England had rejected Oliver Cromwell's Puritanical dictatorial ways, during those times, and thus, is freer than America in this regard today.
For those who don't know, this is known as a rub 'n tug ... offered in erotic massage places in Toronto, most cities in Australia, etc. You know, first world nations, as oppose to some 3rd world toilet place near Sierra Leone.
