SEIU
SEIU has done terrible and sometimes comical things to workers in California, e.g. colluding with Kaiser management against nurses.
In this letter, SEIU misuses statistics to mislead the audience. Various government programs have bifurcated the black population: beneficiaries of affirmative action can prosper, while hostages of Medicaid/CHIP and the prison-industrial complex get exploited. If you look at median household income, you're looking at the median between (a) two income families including CS degree holders working in tech vs (b) single moms living on welfare, TANF, and Medicaid/CHIP. If SEIU had evidence of discrimination and wanted honestly to present that, it would compare households of similar age and educational attainment. Instead, SEIU uses deception and sometimes violence to wrangle support for SEIU.

How does a family in San Francisco survive on $29,800? They must be counting the incarcerated too.
In Los Angles 17% of black workers are unemployed in the Bay Area 19% of black workers are unemployed. In both cases this is twice the rate of white workers.
The wage gap between black workers and white workers is growing. Nationwide, black workers average about $18.49 per hour while white workers average 26.7% more at $25.22. This is larger than the gap was in 1979.

How does a family in San Francisco survive on $29,800?
If a household gets section 8 housing, food stamps, Medicaid, and free clothing and food from charities, then cash welfare is only for extras.

Between 1990 and 2015 the black population in LA County has declined by over 200,000 people.

Solutions:
Good union security contracts can help mitigate the situation. Well paying jobs with upward mobility will allow black people to stay in cities near traditionally black communities. A good contract will also help with advancement and upward mobility within the security industry.
SB-491: There are laws in place to protect workers from discrimination, but there is no enforcement of these laws. In California, only about 12% of discrimination claims that are filed are ever resolved. As the Trump administration threatens to defund the EEOC, enforcement could become even worse. SB 491 is the first step in allowing local governments to enforce these laws. With more enforcement, employers will have to think twice about discriminating against their employees.
