Algebra should already be in the students' rear view mirror aka a lower level high school course.

We are talking Algebra here. It's not that difficult. I passed it in 9th grade and then Algebra 2 in 11th grade. A few of the brightest kids at school finished algebra 1 in 7th or 8th grade.

Th article in OP speaks of college kids. My 1/2 Latina 1/2 Native American step daughter, who abhors math, passed it in both high school and at JC. She has aptitude for things, but probably 115-120ish iq.

What it comes down to is not capability of understanding, which I could understand with more difficult math, but rather effort.

That's why a friend decided to retire in 2000 after teaching 28 years at the local community college. He taught bookkeeping and accounting in which you have to have at least a minimal ability in arithmetic to proceed. By the mid-90s, he was getting high school graduates who couldn't even figure simple percentages or do written problems. It took too long to perform remediation for them to be up and running for his instruction to make any progress in their subject, so when his age and tenure added up to the required number, he retired at 52.

If its a cultural trait, then its not racism. Theres a fine line, but that is what it is.

I assert that theres little difference in genetic intelligence between racism and that it can be overcome by cultural emphasis.

For instance, blacks who immigrate to the US from Africa, and from some Carribean nations(notably Jamaicans, but also other Carribean and South American Islands with strong European influence) perform remarkably well in the US from a financial perspective and also in how their children do in school. Its not genetic...its culture.
