Los Angeles to pay homeowners to house homeless .Up to $75,000 to build 2nd dwelling on property.

(LOS ANGELES DAILY NEWS) — A pilot program that pays some Los Angeles County homeowners to build a second dwelling on their property to house homeless people was approved with a 4-0 vote Tuesday by the Board of Supervisors.

Homeowners in unincorporated communities who qualify can receive up to $75,000 to build a second dwelling in areas zoned for such structures, while others may get $50,000 to update and legalize an existing dwelling.

The program was introduced last year as part of Los Angeles County’s set of 47 strategies to solve homelessness. The office of Regional Planning will work with several departments countywide with an allocated $550,000 in part to be used to offer subsidies.

The idea is good. There are lots of foolish people in LA to go for something like this.

People are homeless because it's a lifestyle. This program will make mooches out of well able bodies that have a new niche to Milk.
Homeless is Hopelessness just giving someone that feels useless shit so they have more free time feel useless is pointless. People need Opportunities, Jobs, The right to pay their moral debt after incarceration, and give the Civil Rights to not be discriminated against for employment, housing, or other basic necessities. Or at least a sliding list of jobs they can't do based on crime, and time since released. But a blanket ban on employment for every excon. Just creates more Felons and Crime.
Or for those that are reformed got older wiser, too old for the game what ever. They don't want to do crime, and can't get a job, they don't want handouts.
They and other unemployable people or people stuck long term unemployed make up much of the homeless. People who either lost all of their shit. Or have come out of an institutionalized existence, and can't cope in a world with no opportunity for them. Many Vets all they know is how to Defend and and Combat. Many get out of the Military and have no plans of working in private Security or other jobs that would require their skills. They end up homeless.

None of those people would be your Bum living in the back yard. It's going to be the player parties that think life is just one long party. They are going to have parties at that shack in the back from 7pm to 5am, and cops wont come and do shit about it. 30 30 people crammed in that tiny efficiency doing Smack, Crack and John's and Ho's fighting and chocking each other in the middle of the Street, Pill heads knocking on your door, looking for that Girl from last night and do you sell the drugs here in the front or the back?

Yeah fun times fun times.

I would just pay these homeless $5,000 and a one way ticket to anywhere they want, provided they never come back.

A good idea if the agency or government entity wants to assume complete liability for civil or criminal damages ensuing from the arrangement and reimbursement of the property owner for any damage beyond normal wear and tear over the course of the tennancy.

Or murder, rape, child molestation. They would also bring down the property values.
