These types of tragedies have very little to do with US Gov, and a lot to do with local government since they are the ones who respond first. Neither Bush nor Obama nor Trump have to be blamed/praised - it is New Orleans local government which failed, and Houston municipality which did not.

In the fall of 1996, a charity called the Association to Benefit Children held a ribbon-cutting in Manhattan for a new nursery school serving children with AIDS. The bold-faced names took seats up front.

For as long as he has been rich and famous, Donald Trump has also wanted people to believe he is generous. He spent years constructing an image as a philanthropist by appearing at charity events and by making very public — even nationally televised — promises to give his own money away.

It was, in large part, a facade. A months-long investigation by The Washington Post has not been able to verify many of Trump’s boasts about his philanthropy.

In 2016 Obama did go to Louisiana because of the flooding. He also allocated resources to fix the problem, unlike Bush in 2005.

The photo op you show doesn't demonstrate real help. No one needs Trump's fat ass carrying three empty buckets. They need massive financial and logistical aid from transportation to food to medical care for chronic conditions like dialysis.
