If the Noble Elites who work for the government and their many institutions have not created a ransomish and unfair tax and cost structure onto the city, so that the subject want to leave, then what drives the 1/3rd to want to move - pray tell?

This is afterall the shrine of US liberalism and socialism. Why leave now, the liberal utopia is within reach.
