Speculation like that only works as long as the next generations go along with it. If they bail, move on to other locations, and city population drops, renting out shacks to millenials for phat lewt stops working as well.
Long term, even the people who stay will have fewer and fewer children leading to population inversion, and once again prices drop.
Millionaires can only trade shacks between themselves so long before the gilding is off the Lily and investors become disenchanted with a stagnant housing market, moving on to the next big bubble.

The only way to prop up such a dysfunctional system is with steady mass immigration.
