You mean allowing additional units to be built on the same lot. Yes, that would be a good idea, but won't solve the problem entirely.

Buy them Greyhound tickets to Detroit. Tons of cheap housing there. Full-size, not "tiny".

That's a great idea, but the damn homeless prefer to be homeless in California rather than live in Detroit. We need to make life so miserable for them, that they would beg us for a one way ticket to Detroit.
