The Netflix show "Black Mirror" had an episode similar to this, only they were small mechanized bees originally designed to pollinate because real bees died out.

It was one of their best shows, eerie.

Suppose country A has this technology, and country B doesn't. So A could conceivably invade B, destroy its factories and bring it down to stone age level. All with almost no risk and no lives cost on A's side. B is for all practical purposes at the mercy of A.

But now suppose country B is doing advanced research to get a better version that might give it an advantage against A later on. Suppose the superior version may allow B to destroy A's drones and capability, so that B could invade A and bring it to its mercy. Again that would be with minimal costs in lives and risks.

Suppose A knows B is doing this research.
If you are A, what do you do?

Stop the histerionics, will ya? Kill half the planed with what? They already have this capability because of nukes. Did they kill half of the planet "because they can"? Will they do that with "slaughterbots"? That shit is not even in the same leauge as nukes: kevlar helmet + shotgun in hand defeats the whole thing on individual level and modern militaries have enough electronic warfare capabilities to put the kibosh on that shit pronto. The notion of them being "untreacable" is laughable too: every fucking thing is fucking traceable.

No, No, No, you don't understand.

First they can't use nuked without being nuked themselves. MAD maybe crazy but it has proved remarkably stable.
Now do the math:
1 - With AI most humans will become useless as far as producing anything of value.
2 - The population grows to 10 trillions this century. Many basic resources will run out, pollution will be a problem, ecosystems will be destroyed, massive waves of immigration threaten developed countries, etc...
3 - you have a technology where 1 centralized decision can lead to humm... unloading a lot of people, without ever seeing your victims - AND STILL leave the world intact for the survivors.

I don't want to give people bad ideas, but I see a dangerous slope here.

Actually, I trust the Chinese and Russians not to, because we could do the same to them, and we are back to MAD.
I say we quickly develop this technology and show them who is the boss, before they do.

This is just one example that would be efficient on civilians: you may well have war weapons with high precision machine gun on drones swarming around a target, and high precision bomb drones.
The balance of weaponry will have to be entirely rewritten, one way or an other.
