A 2016 McKinsey Global Institute report found that California must build 3.5 million new housing units by 2025 if it is to relieve the demand and reduce cost. Their study showed we need to identify construction opportunities by looking at vacant urban land and areas around urban transit hubs, bringing jobs closer to housing so we can make our housing problem better without making traffic gridlock worse.

You won't build the required 3.5 millions units on vacant lots or near hubs. The problem is people are not in sync with the magnitude of the problem.
3.5 millions is a new metropolis, with major new infrastructures needed: freeways, subways, water, electricity, etc...
Nothing in what is proposed scratches the surface of the problem.

Anyone talking of "affordable housing" is not trying to address the problem.
After laughing hard, they will refer you to a mobile home in Barstow with a view of the garbage dump. That is the reality.
