I was at my friends Studio last week we were discussing the Quincy Jones article. That's the same conclusion we came up with. If the groove was lifted then it's Quincy's fault he produced both tracks.
Here's what gets me, that intro bass groove, was from the first digital bass Synth. It was just a sequencer with 14 switches and a speed control. Everyone that used it sounds the same. Slow down Pink Floyd's On the Run from DSOTM, and it will also sound like it.
That's why Analog Synths fell out of favor, as they came out, they got type cast to the first song they were used to produce.
The Cars practically own the Sequential Prophet 5. Parliment and Stevie Wonder owns the fuck out of the D15 Mini Moog.

I'm sorry I meant State of Independence not Love to Love you Baby.
That one got stuck in my head because he(my friend) then played a 17 minute version of that song on Youtube. I had to threaten to leave by the 4th loop about 12 minutes in if he didn't stop.
The title is the only lyric in that song.

Quite the ongoing legal industry trying to leech into the revenue stream from popular songs. Everything has been stolen from some poor wretch, or a competing star.

There's probably a computer program that finds a few matching chords and progressions and voila, extortive legal action.
