Why is this difficult to prosecute in criminal court? Is breaking into a car legal in CA? Or is this another case of not wanting to prosecute an illegal because then ICE can deport?

Odd that the writer thinks the problem is not with stopping the break-ins, but is instead an issue with not having oral warnings added to the existing written warnings to Car Renters about the SF break-in epidemic. What next, a a rape epidemic said to be an issue with not enough women carrying pepper spray?

It's not. They just don't want to even try. In Baltimore City the police won't even show up if you call in and tell them that your car was broken into. They give you a report number over the phone and them tell you to deal with it with your insurance company.

Possibly so in SF, but my personal experience in Baltimore City suggests it's more to do with general apathy from the police and city politicians who don't view it as a real crime.
