Mexico is blaming it on drug cartels, but seems fairly likely that it was the Mexican government itself.

Then again, maybe there's no difference.

The legalization of marijuana has already cut into cartel/government drug profits down there, and that's a good thing.

Except the cartel that killed these three students is not involved with drugs: "The cartel stemmed from the remnants of another group, the Milenio cartel, and makes money by selling guns, stealing gasoline, extortion and kidnapping".

And the aunt of one of the students was involved with the rival cartel.

There are no simple solutions here. And I don't really believe legalizing MJ "solved" anything wrt Mexican drug cartels. They simply switched to heavier (and more profitable) stuff.
