Article 24: This Organization does not exercise any territorial sovereignty over the West Bank in the Hashemite Kingdom of Jordan, on the Gaza Strip or in the Himmah Area. Its activities will be on the national popular level in the liberational, organizational, political and financial fields.

When did the PLO demand West Bank and Gaza be "Free" and under Fatah (PLO Political Wing)? Not when it was owned by Arab States. Only when it was owned by Israel. The 1964 text of Article 24 was removed in 1968, just after the 6 day war when the Egyptians were driven out of Gaza and the Jordanians from Judah-Samaria ("West Bank") to read:

The Palestinian people believe in the principles of justice, freedom, sovereignty, self-determination, human dignity, and in the right of all peoples to exercise them.

Most people don't know this, but Egypt built a huge freakin' wall on their border, to separate off Gaza.

There was too much smuggling and crime pouring out of Gaza. When they built, the Palestinians sniped at the workers and soldiers, and several Egyptians died from Palestinian snipers.

Wow. But then the Egyptians built it 10 feet higher and sank the supports deep as hell into the ground.
