From the article it's pretty clear that people described there are better off inside : better management of chronic health issues, better chances for staying sober, etc. They are simply not mentally equipped to care for themselves outside. So, what's the grand "solution"? Keep them inside forever? That won't be legal. What else? Give out more free shit? But they don't take advantage of the free shit already given as the example of MA Medicaid shows.

Capital punishment for the least criminal act might make some think before acting.
Those that don't,need to cease to exist.
No one can tell me that immediate extermination,where the criminal stands,isn't cheaper than incarceration.
