Don't forget LBJ. It seems he wanted Israel to sink the USS Liberty so he could blame Egypt and thus a "Gulf of Tonkin" excuse to attack Egypt if it looked like Egypt was winning the war with Israel. Why else did he call back the American planes the Admiral sent to chase off the attack.
