Well the city often cleans up these encampments, but they're the authorities--and whether you like it or not, that is another person's property. He's a narcissistic prick and besides, who wants to grab a handful of that filthy bedding from which you could get lice or bedbugs, or get stuck with a needle. Let the authorities do it.

In CA littering carries a heavy fine - $1000. Next time if you're caught littering, declare the trash you've thrown away to be your "belongings" thus avoiding the ticket.
