Here's how this would work. California spends tens of millions on a few units for the poor. They get used for about five to ten years, then the neighborhood gets regentrified and those homeless shacks sell for a cool million a pop. Huffington post will do a spread on how some hipster dufus decorated their million dollar homeless pad.

The problem is going to get worse before it gets better, and by that i mean its never going to get better. No politician, bureau, or public department wants to try to take on tackle this mess.

We don't just need new houses, we need new Zipcodes and the Townships, Cities and government infrastructure that goes with it. We need more municipalities with 10's of thousands of houses under each. Not more HOA's straining the same existing Cities and Towns that are already maxed out in jobs or space for new companies to move in.
We need more towns with new commercial properties and the companies that rent them. If you build it they will come.
