It's all BS. The only way to lower drug prices is to allow us to purchase drugs from anywhere in the world. How in the world are we gonna get lower drug prices when the damn Government tells us we cannot buy the same drug for less from other countries. In other words we have to pay more. Damn drug company lobbyists.
We can also reduce elective surgery costs simply by going to Singapore, Thailand or India. The cost for the same drugs and American trained doctors in other countries can easily save the system 70%.

Is NPR public domain? Can anyone record "All Things Considered" and use at will, including re-broadcast?

Absolutely not. Universities/govt labs patent a lot of stuff, and development of most of it is supported by taxpayer money. An example: taxol (=paclitaxel, anti-cancer drug) was discovered by National Institutes of Health yet BMS pharma reaped billions of profit from it. Semi-synthesis of paclitaxel was developed by a chemist in Florida State U, and also patented, giving FSU hundreds of millions. Free Shit For Billionaires - they are the worst welfare bums in existence.

I'd go out on a limb and say that if this is done, then 100% of drugs will be open source. Some taxpayer-funded research will be in every single drug development.
