They found a way around it. They created a dedicated bus route. Only buses use this road with dedicated stations. Someday they can convert it.
What really needs to be done is a light rail line from Santa Barbara to Burbank that follows the 101 (hell, put it in the center of the freeway and ditch the shoulders).
There's already a rail line that covers the northern part of the valley, but it's Metrolink; slow, expensive, unreliable and two trains in the morning, two trains in the evening at odd times for commuters.
