Why Tracy? It's far from ports, raw materials, active building areas, and enough population to draw 500 blue collar workers with <30 minute average commutes. Had a GF there briefly once; it seemed to me like one of those "Armpit of the Central Valley" contenders. OTOH if their rail line can be used for intermodal shipping of large finished parts that would be a strong advantage.
