There have been so many conflicts of interest being exposed for key people. Can they not just be reassigned on that alone? I thought the president can replace anyone in these agencies for any reason...

Even if the SEC did regulate the SEC isn't part of the justice department. They can't do shit to stop the FBI or any other agency investigating anything.
