If they just shot anybody trying to get past the fence this would stop becoming an issue after one day same with our border.

Probably any functional equipment in the Spanish Army is deployed in or near Catalonia.

I also note that North Africa is violating Refugee Laws, Refugees are supposed to stop in the first country and all these cities are surrounded by Moroccan/Algerian territory.
