Here's how Trump can lose the popular vote by 2.8M:
Increasing Democrat Turnout in California means little. Feinstein won 2012 and Harris won 2016 with 61-62%+ of the vote, an 11%-12% margin of victory. Increase Republican turnout 10% with no change in Democrats and... the Democrat still wins.
Conversely, 20% more Dem turnout, if confined to TDS ridden areas like SFBA or NYC or Boston are meaningless. It's a problem if it's in NH-1 or NV-4.
Kamala Harris beat Loretta Sanchez by about as many votes as Hillary beat Trump - millions of votes. Feinstein did the same in 2012 to her Republican opponent then.

Proving once again the most important part of the citizens united 2012 wave was the power to redistrict. and suppress voting. Got to love places like Alabama. Passed required DMV issued voter id then closed all the DMV's in democratic counties. Great move. Just coincidence of course. .

About the OP... that kind of redistricting can only hurt Democrats. Bunching them all together will decrease their voting power as stated. Close races are races with bigger wins.

People still look at me strangely when I tell them Trump won the popular vote in 49 states. Trump only comes to California for money drops and to watch his supporters get beaten in the streets.
Here's NY CD-9, Majority African American, but also encapsulates the Libby Coastie haven of Park Slope (Amanda Marcotte, and many other Media/Journo Libbies live there) and many parts of Hipsterfied Brooklyn.
The Left is after redistricting, the earlier years are when more parts of working class white Queens was included. Notice the huge margin difference in the vote totals.
What difference does it now make if CD-9 has 25% more Democrat Turnout? It can only elect one Congressional Representative. Whether CD-9 has 30% higher turnout or 30% lower turnout, the result will be the same.
Turnout does matter - but it matters in battleground "purple" states/districts where the margin of victory was a few percentage points for Congress,Senators, and the President.
It doesn't matter if more libbies in NY, DC, or SF come out and vote. It matters how the Maine Senate vote goes. How the Montana Senate Race goes.
Places like Nevada CD-4 goes or NH CD-1. The latter has picked the winning President in all 4 races so far this century by a margin of 3% or less. That's where turnout matters.
