Sounds like it will be the perfect legal solution. A few lawyers will get wealthy(ier), a few clients will get windfalls, and the company and 99.99 percent of the utility clients will get crippled, have costs exorbitantly elevated, hog tied with new regulations and legal threats, and generally fucked in the ass.
