If you think the DMV is run no worse than any other California state agency then I assume you have not had any dealings with the California DMV

You want to fix it? Make different businesses compete for the service, and be rewarded on that. Problem will solve fast.
Private sector does not hire for "diversity", it hires for competence. Private sector competes, so better ideas win out in the market. It's more robust, more capable. Government is slow, ineffective, dumb, mostly busy trying to satisfy political activists and rich donors over actual regular people (aka at most 1% of the population, vs 99%). Only thing government is supposed to do is prevent monopolies from forming, since monopolies kill competition same way as government does.
