And he doesn’t have to cooperate with the investigations, and they won’t impeach if he doesn’t, so the investigations are about as effective as the election fraud investigation committee which got zero cooperation from states and thus did nothing and was disbanded.

Yes, they want to "hedge their opposition" and optimize their chances of winning the White House in 2020.
So the best way is to just keep investigating and releasing latest bad news findings against Trump all the way to election day in 2020.
