Even now, the US states with the best civic goods like roads, libraries, schools, and social programs are exactly those states that are most homogeneous, like Vermont. The states with the shittiest civic goods are the most diverse, like California.
As a rule, the willingness of the public to fund all kinds of civic goods is directly proportional to the ethnic and linguistic homogeneity of a country.
Simply put, we have shitty things because we have too much diversity.
Sweden had nice things because almost everyone used to be Swedish. Being taxed to support Sven's grandmother was acceptable because any given voter was quite likely related to Sven and therefore to her.
Being taxed to support Mohammed's grandmother who arrived in Sweden explicitly to sponge off of the system Swedes set up, well, that's a harder sell.
