Exactly. There is some official quota for so-called "legacy admissions", which include clueless kids of mega-rich, who get to be in this category after parents donate $100M for a New Center for Excellence in Tuition Collection; kids of useful politicians (either local legislatures which decide funding, or federal legislatures); and some kids which allow school advertise itself (something like a kid of a very famous person). While all of this is fairly reprehensible, at least it is bribery via legal channels. The problem here arose when medium-rich (who do not have enough money to build a new building) also want to be in the game That can not be allowed!
