I happen to know Jeff Zell. Google Zell Associates. Jeff is a Santa Clara University graduate who used to work in the hi-tech industry, but he eventually decided to call it quit and took over his dad’s property management biz. His dad, Sherman Zell is an icon and is well respected in the property management biz.

If I remember it correctly, Jeff and his dad own 151 units in San Jose and Mountain View. The story is credible since it came from Jeff. The city staff are absolute leeches of society. Who say the landlords are?

Most likely he keeps about (1.x% on 10m) $100K/year tax under Prop 13. He does not want to mention it.
Repealing CA Prop 13 and everyone pay flat (currently 1%) tax, so that no one will ever see articles like this.
