Yes, this is true. Also, CA prop 13 is a black hole, no force can counter act. It can crush any measure on housing except minor sugarcoat feel good bills.
If CA prop 13 is abolished, at least it can unleash market force to optimize the housing for some extent. Otherwise everyone in CA are already in their graveyard.
